POSITION INFORMATION
The Department of Human Services (DHS) is seeking a Human Services Clinician II to join the Clinical Coordination Unit of the Community Assistance Bureau (CAB), which is one of five operational bureaus in the Economic Independence Division. The CAB serves a culturally and ethnically diverse population, including homeless persons and those with limited English proficiency. Work is performed in a high volume, walk-in environment involving crisis situations and short-term interventions designed to prevent hunger and homelessness and promote self-sufficiency. This unit assists low-income residents by providing emergency financial assistance, crisis intervention, counseling, and information and referral to appropriate services with the Department and community.
Responsibilities
Specific duties include:
Evaluating individuals and families for emergency food, housing, medical and dental needs;
Identifying barriers to self-sufficiency and creating and monitoring a coordinated plan to overcome those barriers;
Assessing mental health and substance abuse issues, linking with appropriate services, and intervening in crises when indicated;
Conducting complete bi-monthly home visits with each client, develop service plans ;
Performing homelessness prevention activities including securing emergency rental assistance, landlord mediation, and advocating on behalf of residents;
Providing financial counseling including household budget creation and monitoring and credit and debt management;
Partnering with non-profit community agencies regarding client service integration and providing other professional social work services; and
Providing support to low-income households residing in permanent supportive housing units located in Arlington Mill and other nearby locations.

This includes but is not limited to: cultural identity, gender, racial, and ethnic diversity, religious/spiritual ascription, physical capability, cognitive and literacy levels, sexual orientation, and linguistic needs.
Minimum:
A Master's degree in Social Work, Counseling, Psychology, or other directly related clinical discipline;
A clinical practicum involving diagnostic, treatment and case management services; and
Two years of post-Master's degree experience providing professional clinical social work or counseling services which included assessment, service planning, and case management services.
Substitution: A directly related higher level clinical degree may substitute for the Master's degree education requirement and one year of experience. In the case of the substitution, the remainder of the qualifying work experience must have been gained after the higher-level degree was awarded.
Desirables: Preference may be given to candidates with experience in one or more of the following:
Performing intake services, emergency assessments, short-term service delivery, eligibility determination, and/or linking/referring clients to ongoing services;
Delivering emergency services to individuals who are homeless, at risk of homelessness, low income, or in threatening health or safety situations;
Performing financial counseling including setting up budgets and developing credit repair strategies; and/or
Proficiency in software applications (MS Word/Excel) and using web-based information services.
SPECIAL REQUIREMENTS
Applicant must possess, or obtain by time of appointment, a valid driver's license. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. An offer of employment may be contingent upon a favorable review of the applicant's driving record.
A pre-hire background check will be made on all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
A state of Virginia Central Registry check will be performed.
ADDITIONAL INFORMATION
Work Hours: 8:00 am to 5:00 pm, Monday through Friday. Some telework may be eligible, contingent upon workload and supervisor approval.
